Netscape and Deja News also provide free email.  Juno mail is usually for
people who don't have web access.  If someone does have web access, then I would
presume that people using it are doing so because their ISP does not provide
email.

My case is a little different than most.
I use the email address provided by my ISP for only as support for my web pages
(I use it for an automated voting system, vote@xmission.com)  So I had to go
elsewhere for my personal email, and that was hotmail.  I also have email
provided free to me by Netscape and Deja News that i don't really use.  So if I
needed an email address to sign up here, I would either have to use an account
that I don't normally use for personal mail (vote@xmission.com), but fortunately
I also have work email (jcoffey@acclaim.net)

Sounds like a good proposal to me.  The alternative is to police the postings
a little more strictly .... i.e. throw the trouble makers out.
