I would be happy to spend the time doing this.  I think it is a lot better than
the current system.  In the current system the only way to limit someone's
ability to post nasty stuff is to take away their account.  Taking away
someone's account is a really severe thing to do, so we try not to do this.

I would rather spend time reading a bunch of posts before they appear here, and
perhaps rejecting a few now and then, than spend a huge amount of time trying to
figure out exactly who is attacking who and why, dealing with outraged email and
posts from offended parties, sending email to attackers, other moderators, and
Steve, etc.

We already have a problem with people who are mad about the current system and
who are going off about it in r.g.c.c., how could *that* get worse?
