That isn't how it works. Choose a new name and you're fine. People do that all the time. Someone started a web browswer called Phoenix based on the Mozilla engine, and that's fine, because they didn't say, "Download the new version of Mozilla!" GPL does not mean "anyone who wants to can join my team and become an equal partner and hijack the project without my knowledge," as far as I know... This is still very confusing. Did you just do this on your own, or did you contact Tim Mann about making these changes? You say very vague things, one word sentences like "email" and you throw Tim Mann's name in there, and I have no idea what you're trying to say. What I understand so far is that you got the freely available source, made some changes, and now you're claiming that you are releasing a new version of Winboard.
