You are correct in your interpretation of the GPL. However, good manners would suggest that you: i. contact the author; ii. if they intend to continue to maintain the package, give the forked package a different name, otherwise arrange for it to be formally transferred to you. (In my opinion it's a shortcoming of the GPL that it doesn't explicitly force such a fork of the original package to have a different name, merely 'You must cause the modified files to carry prominent notices stating that you changed the files and the date of any change'; that appears to imply that 'modification' is less than a fork, although where the boundary is is not defined and, I suspect, undefinable).
