TSCP is often cited as a very weak chess engine.  I think people assume that it

It is below the 50% mark.  But for its size, it is surprizingly strong.  Thinker
is another surprisingly strong program for its size, as is movei.

People who are aware of the data do not consider it extremely weak.  Many (some)
are not aware of the data.
