I think what you are asking is "why hasn't anyone written a program that has a
large database (opening book) of positions from games in which black has won?"
The answer is that I can't think of a single program (with a book) that doesn't
do this. Putting lines in a book that only help white is a really, really bad
idea. As for the enginge, none play any differently as Black or White.
Also, White *always* starts with an advantage-he gets the first move.
