I think that if you want everybody to share information there is a way to do it.

If people know that they get money for their contribution to do a better chess
program they will share information.

It is possible to invite all the programmers to give ideas
about improving chess programs when the people who give significant contribution
will get money for their contribution and the decision about people who gave
significant contribution can be done by the programmers.

The only thing that is missing is a sponsor to give the money.
