It is _possible_ that DJ thought it was worse.  In such a case, offering a
draw was not _that_ bad.  Kasparov _could_ have refused it, of course.

When the prize fund is awarded in the way it was awarded in this match,
what else would you expect?  This guarantees another match at some point in
time, with _another_ 3/4 million dollars (at least) in his bank account...

I suspect he would have played differently had it been with a different set
of guidelines for splitting that $1M...
