what do you think would be the reaction of a player who had lost a game if he
hears afterwards he got a draw offer?
this would result in more hostility.
Not a good idea IMO.

I see only one reasonable way.
the match conditions should have been:

500 000$ for Kasparov

plus

500 000 $  for win
100 000 $  for tie
0 $        for loss

sponsors should more insist upon such match conditions.
