It is not clear which of the top programs is best, since they are all capable of beating one another and generally play very even, seperated by only a few elo points. If that is his opinion, it is not a bad one, just as it would not be a bad opinion to state that Fritz or Shredder or Tiger is the best program that has ever existed. Remember, it's just an opinion, not his thesis.
