I have seen GM draws at move 10, with maybe a pawn exchanged.  The rules don't
forbid it and if the higher-rated player only needs a draw to win the event, and
the lower-rated player will finish higher with a draw than with a loss, then
this
is not that uncommon.  Particularly near the end of events...
