Subject: Question About The Deep Junior Draw Proposal

Most chess programs have a feature where one may propose a draw and the program
will decide to accept or reject it.  My question is did the humans decide to
reject Kasparov's draw offer or did Deep Junior?

By the way everyone has trounced Kasparov for offering a draw but not one word
about the draw offer to him which he accepted.
