The problem with banning agreed draws under X moves or with more than Y pieces
on the board, or even banning agreed draws altogether, is that, as long as the
_concept_ of a draw existed, ways could always be found round such a ban.

for example, if the limit was extended to 30 moves someone, it would be easy to
invent (30+N)-move games that ended in a _forced_ draw and could be memorised.
And the participants could say that the game 'just happened that way'; best of
luck to anyone trying to prove the opposite, because they'd need it!

I remember that, a few years ago, there was a 12- or 13-move forced draw in the
Spanish opening which cropped up in several games over a few months until its
appearance became too obvious ...
