This usually can be done in the Windows Explorer, under a menu item named something like "Extras/Folder Options, Filetypes" (it may be named slightly different; I have a german Windows). You can look into any other file type listed there, to see how that looks exactly. You can define the right-click options for the file type, including the standard option which is activated by doubleclick. If it's not an EXE file but i.e. a DLL, it's more difficult... these are often started by sequences like "RUNDLL.EXE ...".
