I don't think they're saying "90% of the PARTICIPANTS are from Europe", I think they're saying "90% of the ENGINES are from Europe", or some such equivalent. Unfortunately, the whole (totally valid) argument is that the ICGA charter explicitly says that the competition will alternate between Europe and North America (or is it Europe and "not Europe"?). This is the reason for the friction.... jm
