"Best" is vague.  Best value?  Most aggressive?  Highest calculated ELO?

My favorites:
1. Crafty + Winboard [Least expensive and most fun FOR A PROGRAMMER --
non-programmers or the terribly non-technical will find it frustrating]
2. CM5500 [quite inexpensive commercial product -- CM6000 is probably even
better, but I have not tried that one].
3. CS-Tal [agressive and interesting games]

I am sure that you will find plenty of Fritz and Rebel fans.  Also Hirarcs, etc.

All the commercial programs are pretty good.  I recommend that you read KK's
reviews.  They are especially appropriate to a product end-user who just wants
to play chess with computers and get the most features possible.  You can find
KK's reviews at Gambitsoft.  [Maybe ICC should carry them too -- hint, hint].
