As far as I understand, the archives of the 2 last years of Computer Chess
Reports are to be made accessible from CCC soon. This would be a natural place
to start looking for independent reviews of chess programs.

www.chessbase.com and
www.rebel.nl

have many reviews of their respective programs on their sites, maybe it's also a
good idea to have a look there and fetch the free Rebel Decade and ChessBase
Light products.
