No, GMs and IMs do not pay. For the rest, the most expensive entry fee is around
U$250, it depends on the tournament. Unfortunately, FMs do have to pay.

This organization organizes swiss tournaments with 1000+ players. I think that
adding a small computer chess tournament should be something that can be
handled.
This is just an idea it crossed my mind. It could start small, I think.
