Other inventive "solutions" are to call things different. fe If you would call
murder, xyz then the amount of murders would be 0, there would only be a rise in
xyz. But since xyz wasn't measered previous years, it doesn't count. (Common
practice in politics, imo)

ICGA couldn't live up to the charter, and found a solution. Not a good one, just
one to make sure that charter and beheavior are in sink again.
