Deltacom is certainly our local POP for internet-1 access.  I can't imagine
their
blocking packets, and one important point is that they have routers that are not
registered in DNS.  IE I have to use traceroute -n (which says show all hops as
raw IP numbers rather than trying to resolve them to DNS entries that might not
exist.

See if that is an option.
