This is no bug, it is documented in the manual how to set the hash size.
Use the w parameter. There are also some other useful parameters, like s and l.
I run "rebel.exe s l2 w8" which skips the intro screen, creates a logfile and
allows 200MB hash (512MB RAM) which you then can allocate by clicking on
"strongest settings".
