Rolf sees subterfuge and conspiracy where others see none. Rolf comes off abrasively. But those things are not violations of the charter. Everybody is entitled to an opinion, even an incredibly unpopular opinion. It is true that CCC was formed largely in an effort to escape from Rolf on news:rec.games.chess.computer. But his antics here have actually been pretty tame, compared to what others have done. I see no offense worthy of a ban.
