There is a big difference.

The commercial company assembles all the packages, installs them, configures
them, fixes bugs in them, tests them, provides support for them, and so forth.
There is value-added.

Copying egtbs and selling the CDs have _zero_ value-added.  It's just making
money off of something someone else did, and it is illegal.
