I would state: if you ask two weak players and one strong player to come up with their best move in a certain position, in more than nine out of ten times the best move out of the two the weak players will come up with will be weaker that the move the stronger player will come up with. Quantity doesn't necessarily outperform quality. In most cases quality outperformes quantity, certainly in chess. J.
