I think that it is dependent on the time control and 5 min vs 4 minutes is not
the same as 2 minutes vs 1 minute or 100 minutes vs 99 minutes.

This is correct both for humans and computers.

I think that the difference for computers is smaller than humans and for 100 elo
difference you may need something like 5 min vs 2 min.
