Are you sure it's DOS based (URL)? I have USCF Chess by Interplay (1997) which
is a Win 95 program. The engine is from David Kittinger AFAIK, IOW a (kind of)
Wchess engine. But due to the poor usability of the GUI, I never was able to
test it properly. It didn't have specific computer chess options (like hash size
etc.). It always needed to access a large database on CD (no option to install
that on HD...) IIRC, it didn't run anymore on Win98/ME.

(That edition included also the very good windows version of the Tasc Tutor
chess learning software, with many chapters and tests, which certainly kept it's
value and would make USCF chess a good deal still, i.e. for a few $ from ebay,
if someone searches a good software chess tutorial.)
