You are right that a participation of a computer team in the
chess olympiad is not very sure.

The main intention of my posting was/is to encourage a process
which helps to avoid a repetition of something like the Cadaques
tohowabohu (the chaotic qualifier for the Kramnik match):

The computer chess scene, and its organisation ICGA in special,
should announce well in advance which participants of the
World Championship in Graz (in November 2003) will get what,
for instance
* the winner will get the right to play a possible next match
  against human world champion
* the programs on ranks one to four will be the nominees for
  a possible olympiad team
* ...
