I'm not sure what is going on...  but if you look at the code that does
the resignations (resign.c) it checks the variable "resign" which has to
be non-zero to trigger a resign option.  If you say "resign=0" then it
can't ever do this.

Somehow, you aren't getting it set, because I generally use resign=0
against other computers on ICC, and it plays on until the bitter end.  Make
sure you don't have some conflicting resign= somewhere else.  I just did
resign=0 and played a KR vs K ending to see what happened, and it simply
played until I mated it...
