Posting that question on the Ruffian mailing list might get you some answers.
Primarily from the author. According to CCT5 1.0.4 isn't the most recent version
either.

What do you mean by also? Only Pocket Grandmaster is commercial. According to
the readme 1.0.4 is provided free of charge. However, a question about future
commercialism is also aptly suited for the mailing list.
