A similar situation exists at the Internet Chess Club.  This was discussed at
length here at CCC some time ago.  Dr. Hyatt explained it all at that time.

Essentially, a complaint will result in an investigation.

Initial investigation might produce results which suggest looking into the
matter more extensively.

Ultimately, the middlegame and endgame moves played, and the times taken, are
compared to a chess engine.  If an engine is found which more or less matches
the play of the accused [especially if it occurs in many games of the accused],
then this finding is taken as very strong evidence of guilt.

There is MUCH more to it than that.  Look in the archives, using the search
engine [assuming they have it working again].
