Games of chance have very high branching factors in generally, take backgamon
for example where dices are rolled, the outcome is any of 21 combinations, this
is multiplied by the average branching factor of each move, say 20, you then get
a branching factor around 4000.

There are probably some other games with even higher branching factors, but
backgamon is the highest I've read about.
