And missing information.  Is it a new program?  Is it a modified program?  Will
the source be available?  Not much was said.  In fact, he may have intended [at
some point] to release a modified GPL version of Pepito (but others may know
better).

There have been quite a few fakes.  Crafty clones -- there have been 3 or 4
(can't remember).  One admitted the cloning and the others tried to pretend it
was original.

There are lots of TSCP modifications where the author never gave Tom credit.
That sort of move I credit to sheer ignorance, since you are not going to have a
world beater without a major surgery and a good deal of understanding of how a
chess program should work.
