The rule says that when it is your move, you can claim a draw if the same position has occurred three times previously with _everything_ identical, or you can claim a draw if making a move would repeat a position for the third time with everything equal. IE you can claim a draw without moving, if the position has occurred three times with you on move, or you can say "I am going to play move XXX and I claim a draw by repetition as the position after that move will be the third repetition."
