The * is _only_ used to denote an unknown result or incomplete or abandoned game
at the end of the algebraic notation. It doesn't appear in tags.

? or ?? is used when data for tags is missing.

There are the 'seven deadly tags' which _must_ be present in the header for each
game (see the PGN standard, section 8) and _must_ have "?" put in where data for
these tags is missing (eg [Date "2003.??.??"] or [Round "?"]).

What happens with the many optional tags (PGN standard, section 9) is not clear
when the data for that tag does not exist; presumably the tag could either be
omitted completely for that game or ? used appropriately (eg [EventDate
"????.??.??"] or [BlackElo "?"]).

Unfortunately there seems to be a lack of version control or a definitive site
from which the standard is made available so there are various versions around:
many I've seen do not have section 18 filled in, for example.
