I think that it may be a better idea to reduce the panalty for longer time
control

I remember that in the rook ending when crafty needs tablebases not to play Rxb2
the evaluation of crafty15.20 after search was not symmetric
with black it was -2.xx and with white after a sensible move it was only 1.xx
There were no blocked pawns in this endgame.
