I took an out of state check for $473.  It bounced, after I had shipped
merchandise.

I am having a devil of a time convincing anyone to care.  The local cops won't
do anything, because it's out of state.  The FBI won't do anything because the
total loss is under $20,000.  I am going to have to try to find the other guy's
local cops and deal with that.  I am not optimistic.

In another case, someone attempted to steal $330 from me.  He sent me some
merchandise I paid for, and when it was not as described, I received permission
to send it back, and I sent it back.  He did not refund my money, and instead
made numerous excuses ("I mailed it yesterday", etc), for about a month.  I
called my local cops.  They told me to call his local cops.  His local cops told
me to call my local cops.  Postal authorities told me they could do nothing,
since he shipped me *something*.  When the cops weren't telling me to call other
cops, they told me to sue him, since it was a civil matter.

Eventually, through some incredible miracle, he paid me.  Of course, later on he
tried to claim fraud against me in order to reverse the charge, but that has
nothing to do with the police.

You can do anything you want and get away with it, because the cops and the
courts don't care, and the lawyers are paid up front and promise nothing.

If I were to tell the local cops that I wanted them to do something about an
Austrian who said something rude, they would listen as long as it amused them,
and then they would get rid of me and forget about it.  If I called Austria, at
huge expense I am sure, they would probably tell me that the war is illegal,
what is my problem?

I am quite annoyed.  I am also very realistic about what to expect when I deal
with the legal system.

And as I have said in another post, this does not need solving via the legal
system anyway.
