You may have to throw in the "/fd" switch...

   cd \progra~1\winboard
   Winboard /fcp="comet32-wb" /fd="c:\comet"

I recently had this problem myself. :-)

I don't think you can label a directory "Program Files" on
the 16 bit DOS systems.
