I think the answer to your question is quite simple: not very many people know what the parameters of Chessbase engines mean. So when a question is asked I read the post, but there's a 99% chance that I have nothing constructive to say on the subject, so I don't reply. I know you were asking about engine parameters in general, but I think the problem is specific to Chessbase engines, since Chessbase offers no documentation to support experimentation with parameter settings. When questions are asked about Chessmaster parameters there are usually plenty of replies.
