I don't know the fastest chess problem solver.
But a good mate solver - and free - is ChestUCI 2.3 by Heiner Marxen (Chest) and
Franz Huber (UCI implementation)

Maybe you should try this UCI engine under (e.g.) the free Arena GUI
http://www.playwitharena.com/

Another strong mate solver is Goliath Mate 1.0 beta by Michael Borgstaedt - but
not free (yet).
