IIRC it stands for (N)orth, (S)outh, (E)ast and (W)est.  It was first mentioned
in CT 12 and Christophe (I think) said that at launch it was a late addition
which he had not tested.  After launch he confirmed that it improved play and
should be set to 1.  This is all from memory and is about three years old.
