Nowadays what you suggest would be technically much easier than in the past, as you would have to, in effect, implement an operating system and there are many flavours of embedded Linux to do the job without colossal licencing fees or closed source. However, this whole argument runs into the same circularity that will eventually be the end of dedicated computers (IMO); if you can take the operating system as read and write a chess program for it, why bother developing an operating system and a chess program?
