Because programs are more complex today, taking advantage of speed to perform computations they wouldn't have considered viable back then. Since not all programs may be equally smart in substantially altering the algorithms for the bullet time settings (for some programmers this might not be of high priority), bullet tests end up with skewed ratings relative to more common tempo.
