I think that there is no way to decide if 4.21 is newer than 4.4 A programmer may start with 4.1 and every time that he makes a small improvememnt add 1 to the part after "4.". It may get also 4.101 in the future. Maybe to prevent that problem programmers may use fixed number of digits after the "." and never have 4.4 and 4.21 but only 4.040 and 4.210 and 4.400 Uri
