I have tried the ACT. It is fairly worthless IMO. I have tried each permutation of the compatibility options. They don't work. I have tried loading Rebel using WinDbg. It didn't work. I have tried any number of things. All have failed. If there is anything that would make it work, I'd love to find out. Maybe if someone files a bug with Microsoft they'd be willing to take a look.
