I think your question is a valid and strong one.  I wonder if anybody (Ed?) has
dropped this issue into the lap of Microsoft and let them explain in great
technical detail what's wrong...

It would be a very nice shortcut for everybody if Microsoft could work this out.
 Their tech support can be very good (at times).  It's just a matter of finding
the right person there.  I have a friend whose nephew is an MS employee ...
maybe I'll try starting with him.  (But it would be even better if the request
originated with Ed and his people.)
