No bug is needed(only lack of knowledge) and there are games when it happened but I am not going to look for it in my databases. A program may prefer to promote to rook when both promotion to rook and promotion to queen lead to the same position because promotion to rook means different amount of extensions and different score. It may not understand that not capturing the rook is the best option so it may be a mistake. Uri
