Yes, the first line is incorrect. The PGN-specification says that
a quote inside a string is represented by a backslash followed by a quote.
so the correct line is:
[Event "Ch \"Trade Unions\""]

The best way to remove them is write a parser which searchs for tag-markers and
removes or alters multiple quote-pairs.
