Yes it would, but you also must think about all the times where the second
null-move search doesn't cause a cutoff (which is most likely a lot of times).
When that happens, a normal search would be done, and on the next ply another
null move search would be done. Try out changing the parameter and see what
happens, as that was the only thing I could see that could be causing poor
performance.
