no . i don't think this is true.
I am sure Marty Hirsch did not read this book without some insights for A.I.
Chess, the later M-Chess.

this might be true. but often it is more important to have a concept.
you can work in a team where somebody else has the skill to realize the ideas
e.g. in C or other languages.

there were strong and interesting ideas from russia.
