Mr. Tan, No, I think that computer chess programs at the present do make long range plans on a rudimentary level. Making long-range plans against a human depends on how well the opponent defends against attack. With 8 man tablebases the endgame will still not be solved. Over 95% of all human players can't beat the programs on our faster processors now. Draws are obtained when play is cautious and tactics are perfect. I would think that a machine that can compute 100 times faster than todays machines with program databases 100 times as large would be triumphant against all of todays programs.
